The Spokesperson of the Municipal Group ALCEY request to amend the proposal submitted its our group (30/09/2010)

Felipe Ortuño Muñoz Spokesman ALCEY Municipal Group, the plenary of the City of Yecla, sought to amend the proposal submitted by our joint group on the request to the Autonomous Region for grants related to the sculpture or monument to Tiraor, and the lapse of time, we consider the flow request should be checked according to the following:

AUTO-AMENDMENT

1 .- Councilman undersigned, given the time elapsed since the submission of proposals with regard to sculpture Tiraor Monument, located under the Clock Tower, considered the effects of the economic crisis that we suffer, are inappropriate Murcia flows are requested to raise other monuments in better economic times we appear appropriate.

2 .- This leads us to want to direct the request to an issue more important and more pressing for the interests of our city that raising monuments, which is to equip our people and the neighboring adequate access to the AVE train station to will deploy in Villena.

3 .- Yecla from times past was a crossroads where, in prehistoric times, its towers were used as reference points to guide human movement.

In Roman times, as our historian Don Fausto Soriano Torregrosa, converged on our term Tract Agusta and Pretoria (p. 61 of his History of Yecla), so you remain a strategic link between the Plateau and the East, and and from the north (Saetavi) to the Batistania and southern Spain, which was a frontier in the Middle Ages and in Modern Puerto Seco between the Kingdoms of Castile and the Crown of Aragon, continued to be the official way Postas Highway Map of the XVII and XVIII, where the road from Madrid to Elche and Alicante, Montealegre came from and went to Sax Yecla through which the road today still bears his name, across the Port Flour .

4 .- All that for that good communications occur to contribute to economic development in an area went into decline when plotted in the nineteenth century the new state highways and railway lines due to the significant political influence villeneros, including the Prime Minister Joaquín María López Isabel II, produced the isolation of Yecla, creating a communications "bow" Bonnet-Almansa-Villena was longer than the "string" Montealegre-Yecla-Sax, through which Highway General, Highways, paths ferrous Broad Way, High Speed, did not take into account that the shortest distance between two points is a straight line and left Yecla a retrograde communication network.

Although this did not stop the expansion of our city with a powerful "wheelwrights" and, in recent decades, with some very important fleets of trucks that service the transportation needs of our people who still train without motorways, for now and several promises notwithstanding.

5 .- It would be foolish at this point of time trying to get high-speed trains passing through Yecla.

But it so happened that those railroad station, for those accidents of fate, will be "relatively" near Yecla, especially if we can recover the Road Sax as important means of communication that unites us with the base logistics development.

The works approved by the Council of Ministers of the new route of the AVE in the towns of Almansa, Caudete, Fuente La Higuera and Villena, set this area as a strategic point of bifurcation and confluence of the lines that connect Madrid and Albacete with Valencia, Alicante and Murcia.

It is anticipated that these works are completed in late 2011 and that it can dispose of it in 2012.

Similarly, ADIF, under the Ministry of Development, approved the construction of the new high speed station Villena (Alicante), which have a total of 7,400 meters for other platforms and 4,500 for the building adjoining the station.

Then there are the 7,300 parking meters, the 35,000 reserve devoted to parking and landscaping and sidewalks, 7,000 and 3,000 respectively.

The high-speed station Villena, whose lands are located southwest of the core of the population, will be located between 104/400 and 105/000 points along the new railway line in the section Villena, Sax, from 11.3 kilometers long, which stand out as unique elements two viaducts, one on the canal of the King and the other in the station and train stations Advancement of Villena.

The station is located on a plain under cultivation between the nuclei of Villena and Sax.

It is 4 miles south facade of the town of Villena and about 6 km to the town of Sax.

The village closest to the road is the Colonia de Santa Eulalia, about 2.5 km along its route have run several "flyovers" to save roads and the existing railroad and the Rio Vinalopó .

The station building has been designed according to sustainability criteria, based on the manual "Sustainable Station 360" for the design, construction and management of railway stations with the criteria.

The strategic importance of the AVE train station lies in Villena, moreover, that will also service the towns of Alcoy, Banyeres, Beneixama, Biar, Campo de Mirra, Cañada, Castalla, Elda, Ibi, La Romana, Monóvar, Onil, Petra, the Pines, Salinas, Sax, and the Valencian town of Bocairent, Ontinyent, Fuente la Higuera and Fontanares (Vall de Albaida and Coast), the Murcia Yecla, Jumilla, Abanilla and Fortune, as well as Almansa Caudete in Castilla-La Mancha, among others.

In turn, the Department of Infrastructure and Transport of Valencia, will create the new access to the train station, directly from the motorway to Madrid.

The project is planned in connection perpendicular to the highway A-31.

Reproduce in the proposal a location map of the new TGV station Villena:

6 .- If the inhabitants of our people have to go to take the AVE, the vehicle, road asphalt, adding the distance from Yecla in Villena, the ring of Villena, the distance to the exit of the motorway in the direction of the station and 5.5 km of the access road, we placed a 36.3 kilometers from the station, which by the circumstances of the route, type of road, the difficulty of penetrating Villena and others would present a forty-five minutes , as calculated by a program "ad hoc".

7 .- If, on the contrary, Sax rehabilitate Road, which in the end of Villena passes near the station referred to, even crosses the railway, the distance would be 18 miles and travel time would not be more than twelve minutes, and can even connect with the A-31, the planned access road to Alicante Yecla and bringing more than ten minutes.

8 .- That alternative would give service also to the towns of Pinoso and Jumilla (Fortuna-Archena) and the entire northeast of Murcia, it would approach the station since taking on the curve of the road Portichuelo Villena, entroncaría this access to all the inhabitants of this area would save them a lot of arrival at the station, so the proposal includes a request to direct the councils of those cities to join the proposal.

9 .- The approach would be to define the technicians of the Council a proposal by studying the Way of Sax and the best point of connection to the railway station and request the Autonomous Community of Murcia that conditions such as highway road regional to limit the term of Villena, also the municipalities to adhere to the proposal and the Autonomous Community of Murcia will go to Valencia to take charge of adapting the stretch between regional boundaries and the AVE train station .

In considering the adoption of that amendment, will serve the common good of Yecla, are requested to FULL which has amended the previous application flow and instead agreed that the municipal technical services define the path to a better understanding and in any case must include:

1 .- To request the Autonomous Community of Murcia that conditions Sax Road, to the border with the Valencian Region, as road access to the AVE station and request Villena of Valencia the same, ie condition the section between the limit and season.

2 .- To request the councils of the people who can benefit from this measure to join the petition, including Jumilla, Fortuna, Abanilla and "The Pines."

3 .- Order of the Valencian Community, without prejudice to do the Autonomous Community of Murcia, the arrangement of the entrances of the old Camino de Yecla Sax, to the most suitable point of junction with Station Ave.

This calls for considering the interest of our town and for the common good of the people of this city, in Yecla, to 29 September, two thousand ten.
