Ciudadanos Yecla proposes a battery of fiscal incentives to promote efficiency and clean energy (02/11/2017)

Reactivate the Action Plan for Sustainable Energy through tax incentives for residents in order to reduce local CO2 emissions by up to 20% in two years.

This is the objective of the battery of measures that Yecla Citizen is going to present to the next Plenary, and that are based above all on the development of a comprehensive plan of energy efficiency in buildings and public facilities and in aid for communities of owners to obtain of energy efficiency certificates.

The third pillar would be the approval of tax incentives in the IBI, the 'stamp of the car', the Tax on Constructions, Installations and Works (ICIO), the Tax on Economic Activities and bonuses in opening licenses and urban development fees.

"The Action Plan for Sustainable Energy of our City Council was approved and publicized to all hype and cymbal in August 2012. It is true that much has been done, but in Citizens we believe that more must be done, with the aim of reducing emissions of CO2 by 20% by 2020 compared to the emissions of 2008. This reduction through energy efficiency will also mean significant savings for local accounts, which in the end will affect the residents who will pay less taxes, "said the spokesman local orange, Antonio Puche.

The comprehensive plan for energy efficiency in buildings and public facilities would be extended until 2019, and could be undertaken through the aid for this purpose that the Autonomous Community has through the Info. In parallel, a program of aid would be launched local so that the different communities of owners obtain energy efficiency certificates after undertaking rehabilitation and renovation of thermal installations, lighting, thermal insulation or biomass facilities, which also generate investment and therefore creation of employment and wealth.

Tax incentives

"In Citizens understand that the commitment to the environment should not come only from public administrations, and we believe that the neighbors are key to implement this type of policy," said Puche.

In this sense, the proposal of Cs establishes bonuses and incentives in the different taxes and municipal taxes.

In the case of the Tax on Real Estate, the IBI or 'contribution', Cs wants to apply a 60% bonus for the buildings in which solar panels are installed, with the condition that it implies a minimum investment of 3,000 euros.

This bonus would be in force for five years.

For the Tax on Economic Activities, a bonus of 30% would be established for those that use or produce renewable or cogeneration energies destined for self-consumption in their productive processes and in their facilities.

For the Tax on Mechanical Traction Vehicles, known as the 'seal of the car', discounts of up to 90% are foreseen for the so-called 'zero emissions', such as battery-powered, extended-range and plug-in hybrids.

The bonus would be 50% for plug-in hybrids with autonomy less than 40 kilometers, non-plug-in hybrids and those powered by natural gas or liquefied petroleum gas.

In addition, electric taxis would have bonuses of 70% in the granting and issuing of licenses, their transmission or the replacement of vehicles.

For the Tax on Constructions, Installations and Works (ICIO) there will be a 50% bonus on its quota for the installation of solar panels with a minimum investment of 3,000 Euros.

Finally, the town planning and opening license fees would have bonuses of 50% and 25% respectively.

In the case of buildings, those who use recycled or low carbon materials, efficient water installations or clean energy systems will be rewarded for their supply.

For businesses, the 25% bonus will be for those who show a qualified energy certification as A or B.
