IU-V: "We propose the creation of a municipal registry of SMEs and self-employed workers" (30/05/2018)

Currently, small and medium enterprises (SMEs) generate 71% of employment, while it is estimated that there is an 18.3% of contributors to Social Security in the self-employed regime, generating 26.7% of employment, according to state data.

We must bear in mind that we have one of the highest quotas of the European Union self-employed workers and, although it is true that Spain is one of the countries that provides the most social coverage, it is not less true that in the basic section of most used quote of 919.80 euros, the self-employed have to pay a monthly amount of 275 euros, regardless of the income generated.

In addition, with the approval of the General State Plans (PGE) of 2018, these payments will increase 50 euros per year.

On the other hand, our city council, like all public administrations, tenders a large number of smaller contracts, that is, those that have an estimated maximum value of 40,000 euros in Works and 15,000 in the rest of Services.

These contracts do not need to go through a hiring table, but can choose any company with the capacity to carry out the work, as long as certain parameters are respected.

In 2017, our city council signed about 100 minor contracts, according to data reflected on the municipal website.

Although it is true that the new contracting law intends to control these contracts more, it does not prevent municipalities from requesting budgets from companies or self-employed people in our area in the first place.

We know that as a result of the economic crisis, the construction companies of Yecla asked that they be taken into account when awarding these contracts.

To this end, a list of local companies was set up and the rotation of the same was established to subscribe these contracts with the city council.

This system and commitment still works in our town hall, but it has not been extended to the other areas.

And although it is true that most of these contracts are for works, there is also a need to provide other services and on more than one occasion the awarding of contracts ends up in companies from outside our locality.

What we propose from the Municipal Group of Izquierda Unida-Verdes is to carry out a municipal registry of companies and freelancers to, in the first place, give them publicity and visibility and, second, have them more present when performing these services .

This would give a more than necessary boost to both SMEs and self-employed, especially those who have recently started their activity.

With our proposal, we intend that SMEs or self-employed professionals who wish to do so register in this registry so that the Government Team, if it deems it so, uses this list on a rotating basis for the subscription of minor contracts.

Logically, these contracts would be justified with the timely request for a budget, as is currently the case when the contract exceeds 1,000 euros.

From the GM of Izquierda Unida-Verdes we think that the search for the best service and price is not an obstacle to giving employment opportunities to local entrepreneurs.
